Low collected 19 points in the first round and had to compete with Martynas Gecevicius and Andrius Aleksandrovas for a place in the final in an extra round.
The Siauliai player scored 24 points in the semifinal for the highest score in the whole contest.
Juskevicius collected 21 points in the final, but Low cleared the first two racks and already had 20 points with five balls to go.
